Setting up the Supervision and Management System of the State-run Assets with "Right of Disposition of the Financial Resources " as the Core

本文以"财权"为基础,运用现代财务的基本理论和产权理论对国有资本问题的深层次原因作了剖析,在论证解决国有资本问题的根本是财权归位和产权完整的基础上,提出了建立财权分层次管理的国有资产运营新体系的构想。

Based on 'right of disposition of the financial resources', this paper applies modern financial theory and property right theory to the reasons of state-run assets management. Having proved the payback of right of disposition of the financial resources and intact property right as the foundation, we propose to set up the system of state-run assets management of right of disposition of the financial resources.
