从历史的角度展示中国行政审批的沿革,分析改革中行政审批的现状、问题及原因。在 以行政法法理将不规范的审批行为归类分析之后,指出除适用行政许可法的行政审批行为以外,其它审 批活动也应受相应行政法规范的约束。

The article reveals the evolution of Chinese administrative approval and analyzes its current situation, problem and cause in reformation historically. After classifying and analyzing the substandard approving action according to the administrative legal theory, it points out that besides the approving action applied to by the Administrative Permission Act, other approving activities should also be bound by relevant administrative legal norms.
