摘要
通过漫长的谈判过程,我国终于“入世”了,其意义对我国来说是不言而喻的,我国政府认为,进入世界贸易组织是中国自身改革开放的需要。中国加入世界贸易组织将更有利于中国经济的发展。现在中国已成为WTO的一员,产品进入国际市场的“名义税率”因此而减轻,但摆在眼前的事实是早在上个世纪90年代后期,中国已成为国际非关税壁垒,特别是绿色壁垒的最大受害者,它对我国外贸出口的影响程度已远远超过“反倾销”案件的影响。因此如何正确的认识“绿色壁垒”?该如何应对?将成为我们所面临的当务之急。
After a long process of negations, our country joined the World Trade Organization finally. The significance is evitable to our country. Our government considers that joining WTO is the need of our opening the door, which will be more beneficial to develop our economy. Now China is a member of WTO, and thus the 'so called tariff rate' has been reduced during China's products going into the international market. But the fact at present is, since the end of 1990's, China has been the greatest viction of international nontariff, especially the green barriers. Its influence degrees to our foreign trade export are more than that of anti -dumping case. Therefore how to deal with the green barriers will be the urgent matter that we are facing.
