摘要
国家科技计划是一国中央政府有目标、有步骤、有组织、有措施地在全国范围内开展科技研发活动的基本组织形式,是一国知识成果的主要来源。本文对美国政府资助R&D计划和我国国家科技计划的知识产权管理制度及其运行绩效进行了比较,分析了我国国家科技计划知识产权管理存在的问题,并对改进我国国家科技计划的知识产权管理提出了建议。
National science and technology projects (S&T projects) implemented purposely and systematically by central government are basic avenues to carry out R&D activities. The achievements of national S&T projects usually are the sources of national knowledge accumulation. By comparing the management institutions of intellectual property rights and the corresponding performances between government-aided R&D projects of USA and national S&T projects of China, this paper explores problems existing in IPR management of national S&T projects of China, and puts forward some countermeasures to make our IPR management of national S&T projects perfect and more effective.
