摘要
绿色壁垒已成为制约我国农产品贸易及影响区域经济发展的重要瓶颈。本文从农产品绿色贸易与区域经济发展特征、关系和意义出发,提出重视发挥政府在区域优势发展中的战略指导作用;建立农产品国家(区域)技术标准体系,实施技术标准战略;整合科技力量,实施科技与市场一体化发展战略;建立农产品绿色贸易区,实施区域优势发展战略和加强农产品质量安全管理体系建设等若干冲破绿色壁垒、发展区域经济的构想和对策。
Green barriers have become a bottleneck in the trade of agricultural products. How should one break through these barriers and develop regional economy? Based on this, the features and relationship between development of green-trade of agricultural products and regional economy are discussed, some suggestions are put forward, i.e. carrying out the advantaged strategy according to natural conditions and the regional economic characteristics, perfecting the system of technical standard of agricultural product, founding the integrated systems between the agricultural science research and market needs, building the management system on agricultural products.
