黑龙江林业发展分析

Analysis to the Development of the Forestry in Hei Longjiang Province

分析了黑龙江省林业发展的现状，指出黑龙江林业产值占农业总产值的比重、林业资金边际产出效率、林业土地产出效率均偏低，民营林业发展滞后，严重影响了农业总产值结构的合理化。针对这些问题，提出赋予林业生态建设之重任。理顺林业管理体制关系，加快推进黑龙江省生态建设进程，鼓励非公有制投资主体进入林业，设计林业产值比重发展指标等对策。

The author gives analysis on the status in quo of the development of the forestry in Hei Longjiang Province. He points out that the actuality of the laggard development of the agricultural proportion and the productive efficiency of forestry capital and the output of the woodland would influence the reasonable development of the total production value of the agricultural. In order to resolve these problems, the author puts forward arguments to quicken the pace of the construction of the ecosystem and make clear of the system of forestry management and encourage the investment of non-public sector of the economy in forestry and create one reasonable target for the development of the forestry proportion.
