To sum up e x periences and lessons of legal construction since the founding of our People's R epublic has an important meaning for our understanding of legal construction wit h Chinese characteristics, carrying out our strategy of governing country accord ing to law and the spirit of the 16th National Congress of the CPC and finally r ealizing to build a socialist legal country.
