略论社区建设中社区自治组织建设和社会工作——兼议社区建设和社区发展之异同

On the Community Self-Government Organization Construction and the Social Work

本文从联合国倡导的社区发展以及中国民政部推行的社区建设这两个概念的比较的角度出发,分析在中国目前社区建设活动中理念上的不足和方法上的欠缺,强调社区建设过程中社区民主建设以及社区成员和政府各级组织建立合作关系的重要性,并提出了改造现有的社区组织结构和专业社会工作介入其中以进一步推动社区发展的基本设想。

Through comparison for the community development which the United Nations Promotes and the community construction which the Civil Administration Department practices, this paper analyzes the shortage on the principles and methods in current Chinese community construction activities,emphasizing the community democracy development and the importance of the cooperative relation between community members and government in the process of the community construction, then putting forward the reform of organization construction of the current community and basic conceive to promote the further community development with profession social work.
