试论解决农民工工资拖欠问题的制度建设

Discussion on the System Construction for Solving the Problem of Being in Arrears with the Salary of Peasant-workers

农民工工资拖欠问题成为社会顽疾,已引起社会各方面的关注。虽然欠薪的原因是多方面的,但根本性的原因在于当前的农民工工资发放中的不合理制度。从制度方面提出了农民工工资拖欠问题的解决措施。

The problem of being in arrears with the salary of the peasant-work ers, which has become a social chronic and stubborn disease, has attracted the a ttention of whole society. Although the reasons of being in arrears with the sal ary are various, the basic reason is that that system of the payroll for the pea sant-workers is unreasonable. This paper puts forward some methods for solving the problem of being in arrears with the salary of the peasant-workers from asp ect of the system.
