This paper introduces the establishing bases, the variation of sub- items, the calculation of labors' workdays, the calculation of materials' consum ption, and the calculation of the yield of machine team, etc., and points out th at the peoples who draw up the norm must not only master the theoretical knowled ge of building structure but also possess the real construction experiences, not only know the technical regulations but also understand the development and app lication of the new techniques, new processes and new materials.
