阜新市地处辽西丘陵,依煤而兴,现已属资源枯竭型城市。如何运用经济结构演化理论,分析本地区的下岗、失业人员的就业方向,根据资本空间移动理论,提出人力资本全局化的思想,倡导劳务输出产业化及多种形式的移民,是解决资源枯竭型城市就业压力的极好出路。

Based on the natural and economical condition of Fuxin city in which the city has now almost used up its resources, this paper analyses the direction of taking up an occupation with the theory of economical structure evolvement. The full-complexion idea of labor force capital is put forward in the light of the capital space movement theory. The best outlets that solve employment stress in the low-resource city are the industrialization of labor affair outputting and various transmigrations.
