某化学制药厂建设项目职业病危害预评价

The pre-assessment of occupational disease hazard in the construction project for a chemical medicine plant

目的 识别、评价和分析建设项目可能产生及存在的职业病危害因素,确定危害类别,预测其对劳动者健康的危害程度;对拟采取的职业病危害防护设施进行分析与评价,制定相应职业病危害防护措施,为卫生行政部门审批建设项目提供可行的技术依据。方法 选择与该建设项目类似的工程进行类比调查,采用类比法、检查表法与定量分级法相结合的原则进行评价。结果 该建设项目属于严重职业病危害项目;选址与总体布局、生产设备布局、拟采取的职业病防护设施设计、辅助用室的卫生设施配置等基本符合国家有关规定;但生产车间的光照度和局部通风设施仍有待改善。本项目可能产生的主要职业病危害因素有:毒物(包括丙酮、五氯化磷蒸气、三氯化磷蒸气、二氯甲烷和盐酸)、粉尘、噪声和高温。结论 该建设项目拟采取的职业病危害防护设施,基本符合国家职业卫生标准和卫生要求,从职业卫生的角度分析,该项目是可行的。

Objective To identify, asscess and analyze occurrence of possible occupational disease hazard factors in this construction project for identifying the occupational hazard ranks and predicting the effects on the health of workers; to evaluate the effects of the equipment for occupational disease hazard control and find out the feasible and efficient measures against the occupational exposure. To provide scientific evidence for the inspection by health administrative departments on this construction project. Methods Analogizing was used by selecting a factory which is similar to this construction project. The assessment is proceeded by using combination of principle of checklist, analogizing and quantitative classification methods. Results This construction project items including the selection of site, the overall layout, the arrangement and layout of the facilities, occupational disease prevention and protection measures, the hygiene equipment of auxiliary workplaces meet the requirements of the national laws and regulations; But the illumination and the wentilation in the workplaces still need to be improved. The main occupational hazard factors that may exist in this construction project are poisonous chemicals(include acetone, vapor of phosphoric chloride, vapor of phosphorus trichloride, methylene dichloride and hydrochloride acid), dust, noise and high temperature. Conclusion The designs of the equipment for the occupational disease hazard control of the construction project meet the national laws and regulations.From the view of occupational health, this constroction preject is feasible.
