学习型城市是与知识经济和学习化社会相适应的新的城市形态，它以学习型组织为细胞。以城市为主体，在各类社会组织建立不同层次、不同类别的学习型组织，并使各级各类学习型组织与学习型城市战略目标实现系统整合，不断提高各级各类组织的素质，是一个城市获得可持续发展动力的源泉。充分发挥学习型组织与持续学习和创新、在人力资源与知识资本积聚上的重要作用，使之融于城市现代化建设的总体目标，推动城市综合竞争力的攀升，是学习型城市功能形态建设的主要立足点。城市区域内的各类组织应以学习型组织建设带动组织结构的优化调整，在参与学习型城市创建的过程中，发挥应有的社会作用。

A learning city is a new city modal, which is the product of adjustment to knowledge -based economy and learning society. Taking the learning organizations as cells and the city as its main body, a learning city would try to build different ranks and sorts of learning organizations for its social development and realization of its strategic goal. The construction of these organizations can also play an important role in human resources and knowledge capital accumulation, which will provide guarantees for the city's sustainable development and promote the competitive capability of the city.
