It was in the period of the World War that the American government began to frame the policy towards the Middle East Policy. Roosevelt's proposals, including his blueprint of the world during this period had a significant influence on the govemment's policy - makings towards the Middle East in later time. They also pre - formed the structure and tendency of the world situation after the World War Ⅱ and of some local problems, such as Palestine problem.
