现阶段我国城镇化的内涵和中小城市区域城镇化的重点

The Stress Points of the Connotation of our Country's Turning-to-town and that in the Districts of the Middle-sized and Small Cities at Present

城镇化在不同的历史阶段具有不同的内涵。现阶段我国城镇化的内涵,概括地说,就是乡村按照城镇发展的方向,在人口向城镇转移的过程中,必须实现思想意识、生产方式和生活方式向城镇现代化水平转变。实现这三个转变要以民为本,这是现阶段我国城镇化的实质。中小城市区域城镇化的重点有两个:(1)从城镇化区域结构体系来说,是发展和建设小城镇。这是由小城镇的性质、地位和我国城镇化的现状决定的。现在我国农村人口绝大部分都在中小城市辖区居住。发展和建设小城镇要坚持更新理念,提高认识;统筹规划,持续发展;扩大内涵,实现“三个转变”;强化基础设施建设,优化城镇运行物质条件;深化改革,创新体制;因地制宜,各具特色。(2)从城镇化的内涵来说,是发展先进生产力。在当代,先进的生产力就是以电子信息技术为核心的生产力。发展先进生产力就必须学习和应用科学技术;深化体制改革,创造一个良好的社会环境;提供可靠的物质基础;切实提高农民的文化科技素质。

Turning-to-town has different connotations in different times. Generally speaking, at present the connotation of turning-to-town in our country is that the village men must make their thinking consciousness, productive style and life style turn to town's modernization according to the town's developing direction in the course of turn. To realize these turns, it is necessary to take the people as the foundation, which is the crux of the turn at present. There are two stress points in this respect, they are: 1) As far as the structural system of the turning district is concerned, it is developing and constructing middle-sized and small towns. This is determined by their nature, positions and present developing states. Nowadays most people of the village population live in the area under the middle-sized and small cities' jurisdiction. For the development and the construction of middle-sized and small cities, it is necessary: to persist in: renewing idea, enhancing understanding, overall planning, continually developing, expanding connotation; to realize the 'three turns' ; to strengthen the construction of basic facilities and optimize the material conditions for the operation of the towns; to deepen reform and innovation systems according to local conditions. 2) From the viewpoints of the connotation of turning-to-town, it is developing the advanced productive force. At present, the advanced productive force is the force with the electron information as the core. In order to develop advanced productive force, it is necessary to learn and apply science and technology; deepen system reform and create a good social environment; bring a reliable material foundation and really raise the peasants' culture and science-technology qualities.
