摘要
现代社会理论认为,社会的结构应当由三部分组成:市场、政府和公民。由于历史发展的原因,我国社会结构的各部分的职能在转型时发生着重大的变化。市场经济体制已经建立,并逐步走向完善,社会中介组织和非政府组织体系也逐步形成,而以提供公共产品和公共服务为主要职能的政府在转型时期已经明显落后于社会发展的要求。SARS是对我国政府能力的一大考验,从SARS中思考政府职能的转换,对加快社会结构的转换具有现实的意义。
The modern society believes that the social structure should be composed of three parts-market, government and its citizens. With the history development, great changes have taken place in every department functions during this transitional period. The market economic system has been set up and gradually perfected. The intermediary and non-government organization system has been formed. The government, whose main function is to supply the public products and services, has been far left behind the social demands. SARS is an ordeal of its ability. It is of great significance to reflect on the change in the government function so as to quicken the change in the social structure. This paper discusses the Chinese government function in the market economy, and further makes an analysis of it in comparison with SARS, thus suggestions are put forward.
