On Road Financing Policy

世界各国在解决各自的公路资金问题方面都有各自的政策和途径,然而,由于公路在国民经济中的地位和作用以及因此而产生的种种关系,决定了各国或迟或早地要对公路资金采取某些大致相同的政策。本文综合研究了一些国家的公路资金政策,探讨解决公路资金问题的一般规律,同时也讨论了各国间公路资金政策的差异及其原因。

This paper outlines the theoretical basis of road financing policy in the United Kingdom and the United States, the theory and practice of road fund allocations, and the development trend. The present status and features of road financing policy in China are presented and analysed.Recommendations are made of road legislation arrangements, modification ofroad user tax and tariff, and establishment of road trust fund at centralgovernment.
