On The Construction Of The Government Of Authority

当前体制转轨时期建构政府权威不仅是个重要的理论课题,也是一个重大的现实问题,关系到经济、政治体制改革和发展。本文着重从我国处于体制转型期需要一个权威政府去推动市场经济体制的建立和完善,保证政治稳定,维护国家利益来论述了权威政府的必要性,并从其法理基础、民众认同、利用本身资源、依法行政、反腐败、精神文明建设、公共服务、党的权威、外交等方面论述怎样建构权威政府及应该注意权威政府与民主和市场的关系进行了探讨。

The matter to construct the authority of government is concerning the retorm and development of economic and political institution, especial the foundation and improvement of the system of market economy has to be propelled by the government of authority in order to keep the political steability and maitain the state interests. This paper discusses how to construct the government of authority as for the legal foundation, public acceptance, administration by law, anti— corruption, spirit civilization, public service and authority of the party.
