随着市场经济体制的不断完善,政府行政体制改革已被提到议事日程之中,这无疑需要作为政府职能之一的城市规划也作出相应变革。分析了目前我国城市规划所处的历史环境,从政府“行政三分制”改革入手,提出了新时期城市总体规划的策略思想,以适应社会变革对城市规划的新要求。

With the market economy system perfected gradually, the transformation of administration system of government is being put forward the schedule. It is no doubt that urban planning, as a government function should make with the adaptive transformation. This paper analyses the present surroundings which urban planning faces to and starting with the 'trisection administration system' transformation of government, brings forward the tactic idea of urban planning at new era in order to adapt the new request of social transformation.
