引“江”济黄 繁荣北国——再论西北、华北缺水问题

Divering Water from "the Four Rivers" to Yellow River and Prospeieg North China

治水之道,首重疏导,以科学预测,定出宏观战略决策;全局规划,照顾各方;法定治水,用水规范。欲使西北、华北从根本上解决缺水问题、北国繁荣,必须引“江”(指金沙江、澜沧江、怒江与鸦砻江)济黄,并修筑“晋冀运河”。

Dredging is the first and formost principle in regulating rivers and watercourses. The macroscopic strategic decision should be formulated on Scientific forecast as early as possible. To soive the problem of shortage of water resources once for all in Northwest China and North China, we must divert water from Jinsa River, Lancang River, Nu River and Yalong River to Yellow River, and construct the Jin-Ji Canal in Shanxi province and Hebei province as well.
