We should draw lessons from the legal thought of handling affairs in accordance with law and of adjudicating according to law which are put forward by our ancient Legalists' and the rule of morals views of the Confucianists who advocate taking morals as the dominant factor and taking criminal penalty as the minor one, which help to carry out the general plan of administering a country which combines the administration of a country according to law and administration according to morals. During the primary stage of socialism, only achieving the combination of administering a country according to law and administering a country according to morals can we guarantee our country's political stability and economic development.
