The Constitutional Thought on the Event of "Occluding the Immigrants for NCEE

"高考移民"现象由来已久,引发许多社会问题。2003年高考前夕,各地纷纷出台封堵"高考移民"的政策,造成很大社会影响。社会各界人士发表的看法仅是从教育政策的视角出发的。文章从宪法学角度对这一问题进行了深层法理思考,并探讨此次事件所揭示出的在我国宪政与公民权利上存在的诸多问题。

The immigrants for NCEE' is a long-standing phenomenon, which causes a lot of social issues. Shortly before the National College Entrance Exam (NCEE) of 2003,many governments put forward the policies of ' occluding the immigrants for NCEE', which caused great social influences. The views of the people of various society circles only proceed from visual angles of the policy for education. This article deeply studies this question from constitutional angle , and probes into a great deal of problems existing in our country's constitutionalism and civil rights which were revealed in this incident.
