邓小平理论的创立基于一系列基本判断,"三个代表"重要思想的提出也是如此。21世纪头20年是我国必须紧紧抓住并且可以大有作为的重要战略机遇期;发展是我们党执政兴国的第一要务;创新是一个民族进步的灵魂,是一个国家兴旺发达的不竭动力,也是一个政党永葆生机的源泉,这是"三个代表"重要思想所依据的三个基本判断。

Deng Xiaoping Theory is built up on the base of a series of basic judgements, so is the important thinking of 'the Three Representations'. The first 20 years of the 21st century is the period of strategic opportunity in which much can be accomplished in our country, so we must grasp this opportunity. Development is the foremost thing of our Party to make our country prosperous. Renovation is regarded as the soul of a nation's progress, an unexhausted motive force of a country's prosperity and a well-spring to keep a Party always young. These are the three basic judgements by the important thinking of 'the Three Representations'.
