在计划经济体制下,大学按国家计划招生、分配,学生免费入学,对学生管理强调意志的统一,学生也能够接受。高校体制改革后,学生自费就学、自主择业,这对原有的管理方式产生了严重的冲击,从而呼吁高校学生管理法制化。
