对主产区粮食流通体制改革若干问题的思考

Reflection on Reforming Grain Distribution System

结合黑龙江省粮改的实际,分析了困扰主产区粮改的主要难题,并就改革成本的落实、粮改后政府应当发挥的作用、对农民的补贴以及农发行的应对措施等问题提出了对策。

Taking account of the reality of grain distribution system reform in Heilongjiang province, the author looks into the major problems that exist in similar areas and puts forward some measures in response to such issues as cost incurrence of the reform, aftermath roles of the government, subsidiaries to the farmers, and actions for the Agricultural Development Bank of China.
