摘要
ISO9000质量管理模式是在全面质量管理理论和实践基础上发展的质量管理新模式。我国高等教育实施ISO9000质量管理模式,是适应高等教育国际化发展趋势的需要,是提高高校管理水平的需要,是提高高校服务质量水平的需要,是提高高校与同行竞争力的需要。高等学校实施ISO9000质量管理模式,要认真策划高校质量管理体系,建立文件化的高校教学质量管理体系,严格按照实施步骤进行,领导以身作则,全员积极参与和实行配套改革。
ISO9000 Quality Management Mode(QMM) is a new one that has developed on the basis of the theory and practice of Total Quality Management(TQM). The reason why ISO9000 QMM is put to use in the management of higher education quality is that it is necessary to do so in order to keep abreast with the tendency of internationalized higher education, to enhance the management level of the institutions of higher learning, to enhance the service quality of the institutions of higher learning and to enhance their competitive edge in terms of the competition among colleges or universities. The application of ISO9000 QMM in the tertiary institutions calls for a careful designing of their management system, including the documentationalized management system, and a strict implementation of each measure. Besides ,the administrative cadres should take lead and set examples, and all the staff should take an active part in the application and the related reform that will be well-matched with the management system.
