摘要 多年来,上海电力高峰负荷增长持续高于用电量增长,峰谷差不断加大,预计2004年夏季缺电高达4000MW,如何科学、合理地削减高峰电力负荷,已成为上海市经济社会持续、快速、健康发展的重大课题。论述了以蓄冷蓄热为主的电力移峰填谷工程、市场潜力及利益,认为在电力削峰多种方法中,采用蓄冷蓄热技术移峰填谷工程效果最好、投入最合理,是一举多赢的好事。并对开展蓄冷蓄热工程面临的困难和政策建议,作了进一步阐述。 For many years the growth rate of the peak load of Shanghai Power Grid exceeds that of the total electricity consumption. The difference between the peak and valley load increased incessantly. It is anticipated that the shortage of power capacity will amount to 4 000 MW in 2004 summer. How to lop the peak power load scientifically and adequately has become the main problem that should be discussed and solved in order that the rapid social and economic progress of Shanghai can be healthfully kept on as before. The project of power peak removal and valley replenishment with heat and cool storage as the main devices has been discussed and the analysis of the market potential and benefits were conducted concluding that among the various methods of peak lopping the adoption of the heat and cool storage proves the most effective one with least input and really a good idea which can win much with but a single stroke. The difficulties we will face during the development of the heat and cool storage projects have been described together with the suggested policies.
