试论高等学校专业技术职务评聘对科研工作的影响

On Effects of Professional Promotion on Teachers' Research Work in Higher Institutions

科研成果的构成是一个有机的系统,它既包括著作、论文等以文字形式表现出来的基础研究成果,也包括专利、技术秘密等应用成果。但长久以来,我国的专业技术职务评聘的条件只把著作、论文作为科研成果,而没有把应用成果计算在内,这在知识经济时代是不应该的。文章分析了目前的专业技术职务评聘条件对科研工作的正负影响,提出了合理化的对策与建议。

The structure of the scientific research result is an organic system that includes both the basic research results expressed in works and essays and the applicable results, such as patents and technology confidentialality. But only the works and essays have been regarded as the essential conditions for profession promotion, whereas the applicable results have been neglected in our country for a long time, which is inappropriate in the era of knowledge-based economy. This essay has analyzed the positive and negative effects of the present conditions of the profession promotion and proposed some reasonable strategies and suggestions.
