摘要
BOT主要应用在可收费的公共物品的提供上,在这当中,政府的治理理念、治理模式、治理工具的选择具有决定性的作用。从政策指导意义上来讲,政府通过扮演特许权授予者、管制者、合作者和支持者的角色,通过职能的转变、法律的修正、政策的调整、政府与私人关系的整合,形成新的制度安排,会促进BOT的发展。
BOT is mainly used in the providing process of club goods. The ideas, modes and tools of governmental governance play crucial roles in this process. As far as the policy guide is concerned, as a franchise grantor, regulator, partner and supporter, propellant and aid, the government changes its function, corrects the laws, adjusts the policy, conforms the relationship to the individuals, and then forms new institutional arrangements, which in turn upgrades BOT itself.
