我国农村义务教育投资主体之管见

Personal Views on the Main Source of Investment for Compulsory Education in Rural Areas of Our Country

我国义务教育的主体在农村。长期以来,我国农村义务教育的投资严重不足。主要表现是校舍简陋、危房较多;图书资料、教学仪器设备及体育设施差;教师待遇低,工资时有拖欠等。要使农村义务教育中存在的问题得到更好的解决,就要认定投资主体是人民政府,其次才是社会力量。同时要分清各级人民政府的职责,以保证农村义务教育的投资足额、适时、到位。

The principal part of compulsory education of our country is in rural areas.For a long time,the investment for compulsory education in rural areas has been seriously insufficient,which is reflected in many broken and dangerous school houses and classrooms;poor quality of library materials,teaching equipment,and sports facilities;and low payment for teachers with frequent delay of payment.In order to solve more effectively the problems of compulsory education in rural areas,people's government should be the main body of investment and social sectors the secondary sources.Meanwhile,people's government at all levels should be clear about thier duties to ensure sufficient and timely investment for compulsory education in rural areas.
