认为西部经济强省是一个动态的、综合的、相对的、多层次的、系统的概念,与此相对应,西部经济强省的指标体系应具有动态性、综合性、相对性、层次性及系统性等特征,只有不断创新,才能为陕西建设西部经济强省提供不竭的动力,才能保证陕西实现西部经济强省的动态性目标;陕西实现西部经济强省目标,就必须构建一个与经济强省指标体系相对应的创新体系,进行全方位、分层次、多角度的创新;建设西部经济强省的创新体系包括理论创新、文化创新、制度创新、科技创新、管理创新和发展战略创新等。

This thesis argues that the western province with powerful economy is a dynamic, integrated,relative and systemic concept.The western province with powerful economy should have dynamic, integrated, relative and systemic characteristics.Only through perpetual innovation,can we supply permanent power for constructing a western province with powerful economy and realize the goal of building Shaanxi into a western province with powerful economy. If we want to achieve this goal, we should set up a innovation system.This innovation system consists of theory innovation,culture innovation, system innovation,innovation of science and technology, management innovation and developing stratagem innovation.
