Institutional Innovation Should Be Paid Attention to in the Development of Western Regions of China

西部地区既存在着市场准入限制,又面临着经济全球化、国内买方市场和可持续发展等新的环境条件,亟需制度创新。通过制度创新,确保西部开发目标的制定和实现、决策的科学合理、动力系统的顺利运行和宏观调控手段的落实。西部开发制度创新的主要方向应是:加强制度创新的理论研究;注重制度创新的路径选择;处理好正式规则和非正式规则的关系;探索开发的新模式。

There really exist limitations of entering markets in Western China and we have to face the challenge of economic globalization at the same time. The situations of the national buyers′ market and the new environment of sustainable development badly need the institutional innovation. With the institutional innovation, we can insure the goal of western development to be realized in time,decisions to be made reasonably and scientifically, the motive system to go smoothly and the methods of macro-control to be carried out. By far the main researches for western development have focused on such aspects as follows: reinforcing the theoretical research of institutional innovation, paying attention to the path selection of institutional innovation, dealing well with the relationship between formal rules and informal rules,exploring the new mode for the development.
