Reform of Japanese Universities under the Policy of "Founding the State by Creation of Science and Technology

20世纪 90年代以来的“科学技术创造立国”政策正在对日本大学的改革与发展产生着深刻的影响 ,因为大学是开展科学研究、特别是基础研究的主要力量。实施“2 1世纪COE计划”、建设高水平研究中心 ,大力发展研究生教育、培养更多的高质量研究人才 ,这些是在“科学技术创造立国”政策之背景下日本大学改革的新举措、新进展。

Since the 1990s,the policy of “founding the state by creation of science and technology”has exerted profound influence upon the reform of universities in Japan,since universities are main force in carrying out scientific research,especially basic research.Under the policy of “founding the state by creation of science and technology”,the new developments of the universities' reform are as follows.(1)“The program of COE in the 21 st century”has been implemented by the government to construct centers of excellence;(2) Education of postgraduate has developed with efforts to train more talented researchers.
