The process of upgrading Chinese insurance companies'competence heavily relies on the establishment of sci- entific evaluation index system. On the basis of enterprise competence theory and the distinctive character of insurance in- dustry, insurance companies'competence is made up of three factors: resource, ability and environment. Therefore, the index system of evaluation can ultimately be established.
