The Cultural Limitation During the Preparatory Process of Modernization in Russia

从18世纪初起长达一个半世纪的现代化准备过程中,俄国一直奉行“重国轻民”的政治制度和“上智下愚”的教育制度,其结果是人的智能发展受到严重遏制,国民素质普遍低下,社会结构极不稳定,这种文化特征成为严重阻碍俄国社会发展的主要因素。

From the beginning of the 18th century on, Russia had been pursuing the preparatory process of 'weigh na- tion while belittle people' political system and' wit superior and fool inferior' educational system for one and a half cen- turies, which attribute to limitations of people's intelligence, common inferior of people's qualities and unsteadiness of the social structure. This cultural feature has become the major element severely blocking the social development in Rus- sian.
