再谈民主监督

About Democratic Supervision

实现民主监督的几个前提和原则是 :以权制权 ;监督权与被监督权效力相当 ;监督权与被监督权适当分离 ;民主监督必须有监督动力。完善民主监督的对策是 :对民主监督在政治生活中有严格的恰如其分的期望值和评价标准。加强民主监督制度建设 ,把有关民主监督方面的制度和措施贯彻到权力运行的全过程。民主监督运行机制需要规范。建立民主监督和其他监督形式的协调互动机制 ,发挥监督体系的整体功能。切实保护民主监督主体的利益 ,调动监督主体的积极性。

The prerequisites and principles for achieving democratic supervision are as follows: restricting power with power;equal effectiveness of supervising and being supervised;properly splitting the supervising parties and the parties being supervised;and democratic supervision must have motives of supervision. To improve the democratic supervision,we need to have strict and appropriate expectations and appraisal criteria on democratic supervision. We should reinforce the construction of democratic supervision system,implementing the regulations and measures on democratic supervision throughout the whole process of exercising the power. The democratic supervision mechanism needs to be standardized. Democratic supervision should be coordinated and interacted with other forms of supervision so as to give full play to the overall function of the supervision system. We will practically protect the interests of the supervising subject and bring their initiatives into play.
