政府公共性理论的谱系

Theory Ancestries of Government Publicity

公共性是行政学说的核心概念,是行政实践的首要美德,也是近年来理论研究的热点问题。然而政府公共性爱好者们对它的探讨,出现了一些认识论上的偏差。他们都从科学的谱系思考政府公共性,实际上政府公共性应归诸哲学的谱系;他们都从管理的途径把握政府的公共性,实际上政府的公共性应纳入伦理的谱系。结果他们纷纷用公共性去规范政府,却又不能构建公共性的规范体系;因为他们都没有站在哲学和伦理学的高度,从对政府公共性固有秉性解释中,演绎出关于政府公共性的解释理论。

Publicity is the key concept of Public Administration, the first virtue of administration practice and the hot question of theory research in recent years. However, some cognitional deviation appears when publicity lovers do research. They consider government publicity from science ancestry, yet actually government publicity subjects to philosophy ancestry; they consider government publicity from management ancestry, yet actually government publicity subjects to ethics ancestry. Finally they use publicity to normalize government, and yet they could not establish norm system of government publicity, because they have not stood on the height of philosophy and ethics to extend explanational theory from explanation of the internal characteristics of governmental publicity.
