20年来 ,我国的工程建设监理机构从诞生到发展 ,已形成一定规模 .但无序竞争导致工程建设监理取费严重偏低 ,监理质量下降 ,导致真正有资质的监理企业发展后劲不足 ,甚至难以维持正常的运作 .要解决这个问题 ,一方面 ,要完善法规、规范市场竞争秩序 ,另一方面 ,要尽快同世界接轨并适当提高工程建设监理取费标准 .

In two decades,project management has reached a considerable scale. But competition out of regulation leads to unreasonably low management fee charging,and quality goes down. Consequently veritably qualified project management corporations run so short of resources,as to run out of full operation. To solve this problem,regulation code must be set up to normalize the market competition. In another aspect,the business is supposed to get on the international track and the fee charging standard is supposed to be raised.
