阐述建筑企业安全文化的内涵以及建立建筑企业安全文化的必要性 ;提出适合建筑企业安全文化的模式 ,即安全文化体系 ,该体系旨在将安全管理中各要素有机地结合在一起 ,使安全文化以具体的形式体现出来。该体系的构建将有助于提高管理者的安全文化素质和工人的安全意识 ,可有效的约束人们的不安全行为 ,并将有利于企业加强内部控制 ,降低安全事故发生率。

Constructional enterprise′s safe cultural connotation and it′s necessity were expounded.The proper construction enterprise's safe cultural model was proposed, i.e. safe cultural system, which integrated all elements in safe management together, making safe cultural appear in the form of concrete. The system would improve the stuff of manager's safe culture and worker's secured meaning, effectively constraining people's unsecured action, in favor of strengthening inner control of enterprise, reducing the accident rate in the process of working.
