从社会经济发展、林业发展战略和重大项目等三个层面入手,深入剖析天然林保护工程的背景、发展和未来趋势。在社会经济发展的层面上,应该把天然林资源保护纳入到整个地区和国家的可持续发展的战略中系统考虑,给予天然林资源保护在社会经济发展中以重要和关键的地位;在林业总体发展层面上,应该确定天然林资源保护在整个林业发展战略中的基础地位;在国家重点项目层面上,天然林资源保护的最终归宿应该尽快向国家基本方针政策的方向过渡。同时,提出了一些具体的调整策略和在继续实施工程过程中应该注意的问题。

The thesis analyses deeply the background,development and direction in the future from society development,forestry development strategy and national emphases program.The article indicates,we should hold the nature forest protection as the part of the society development,give the nature forest protection the important and key status in the society development;we should establish the base of the nature forest protection in the forestry development strategy,the nature forest protection should transfer from the project to the governmental basal policy in the national emphases program.Then the article also point adjustive measure,which how about implement the NFPP in the future.
