房地产业:土地控制的重点
土地资源相对匮乏,耕地总量和人均占有量逐年减少,各类用地需求矛盾日益尖锐,是我国的基本国情.因此,近十几年来,国家采取了各种措施以抑制耕地减少的趋势.然而,伴随着经济社会的空前快速发展,建设用地规模也一直以前所未有的速度迅速增加,耕地面积仍在不断减少.如,2003年的土地利用变更调查结果显示,全国耕地面积由2002年年末的18.89亿亩下降到2003年年末的18.51亿亩,净减少3806万亩.除生态保护、灾毁使耕地减少外,建设用地增加是耕地减少的主要原因,在建设用地中城镇扩展占用耕地占有重要比重,而城镇用地增加又以各类房地产开发为主要动因.
With the rapid development of economy and society, construction land is greatly increased and the total and per capita amount of farmland are greatly decreasing. To strictly control the unreasonable decreasing, the land supply in real estate should be effectively controlled according to law. Recent years, land storage is an important means for governments to control the supply of land. But current land acquisition system exists a series of problems: land acquisition right is abused; legal status of collective land and state-owned land is uneven; land-use efficiency is relatively low; under-the-table dealing and corruption are relatively serious. Since 2003, the central government and the authorities concerned successively make out a series of laws and regulations to improve and rectify the order of land market to ensure the sustainable and healthy development of land market.
