摘要
农村税费使用中存在诸多问题,致使公共物品的利用效力低下,农民利益受到侵害。从宪法角度看,其深层原因之一是民主制度不健全,农民的知情权问题没有得到解决。要改变这种状况,政府必须转变观念和行为方式,加强行政责任制和监督机制以及农民知情权的制度建设,保障农民知情权的实现。
there are many problems in the running of taxes and fees system in rural areas which lead to low efficient utilizing the communal goods and so infringing on the farmers' benefits. In order to get rid of these, one of the key ways is to guarantee the right in know for farmers, so we should enhance the correlation law and regulation.
