从“读者第一”到“读者权利”——论图书馆从道德主治走向法律主治

Fron"Reader is the First"to "Reader Right"——Cure mainly the law of moving towards to cure mainly from the morals

现阶段我国图书馆有两种不同的服务理念 :其一是从道德的角度出发 ,强调“读者第一” ;其二是从法律的角度出发 ,强调“读者权利”。文章结合相关领域的研究和实践 ,在分析道德规范与法律规范之间辩证关系、“读者第一”与“读者权利”之间区别与联系的基础上 ,提出我国图书馆事业要适应现代社会和自身发展规律的要求 ,就必须完成从“读者第一”为主导向“读者权利”为主导的转变。

The library of our country has two kinds of different service theories in the present stage:proceed from ethical angle and emphasize'reader is the first'at first;second proceeds from angle of the law, emphasize'reader right'.The article combines the research and practice of the relevant field,At code of ethic and legal norm dialectical relation,'reader is the first'and 'reader right's distinguish and foundation that get in touch of analysing,propose that the librarianship of our country should meet the needs of modern society and one's own rule of development, finish and take as the leading factor with'reader is the first',completion cure mainly and transform into what the law is cured mainly from morals.
