外来种入侵导致的环境、经济问题 ,已成为全球广泛关注的重要话题。为有效预防、控制、消除外来入侵种带来的危害 ,世界各国根据本国国情制定相关法规、条例加强外来种入侵的管理。中国正处于经济发展的高峰阶段 ,所面临的外来种入侵问题尤为严峻。针对中国外来种管理现状 ,国家层面的干预行为和措施是当前外来入侵种管理的当务之急。在此借鉴美国、加拿大等国对外来种管理的国家对策和计划 ,立足我国实情对中国目前在外来入侵种管理方面国家对策及当前的首要工作提出一些看法和建议 。

Environmental and economic problems caused by invasive species have received considerable attention within the international community. many countries have establis had laws or byelaw on exotic species management To prevent, control or eliminate invasive species. With the increasingly rapid pace of economic globalization and urbanization, exotic species management is highly urgent to China now. Based on America national plan on invasive species and Canadian national plan on invasive alien species,we can conclude some advices and viewpoints which would be useful for us.
