全面建设小康社会新战略的启动,既标志着中国的现代化建设进入了一个新的发展阶段,也赋予了中国科技创新行动新的内涵和新的使命。因此,面对全面建设小康社会这一中国发展的新的奋斗目标和时空背景,需要确立一种新的科技创新观:当代中国的科技创新本质上是发展目标与发展手段的有机统一体;当代中国的科技创新面临着在时空压缩的结构中寻求和伸延的特性和前景;推进当代中国的科技创新需要确立"超越进化"的核心理念。

The putting forward of the new strategy of building a well-off society in an all-round way not only indicate that the modernizing construction of china has been advancing into a new stage,but also give new implication and mission to the action of innovation of S&T of China. So,confronting with Building a well-off Society in an all-round way which is the new objective of a struggle and time-space background of the development of contemporary China,we need a new outlook on innovation of S&T,that is ,the essences of innovation of S&T in contemporary China is an integration with the goal and the mean of development;the innovation of S&T of contemporary China confronts with a new characteristic and prospect which is seeking Time―Space Distanciation in the dilemma of Time-Space Compression;we should establish a core outlook about'transcending evaluation'for the contemporary innovation of S&T of China.
