建立水权制度 优化配置水资源

Establishment of Water Rights System and Optimal Distribution of Water Resources

水资源是人类生存和发展不可替代的自然资源,水资源危机已经引起了世界各国的关注,水资源正在成为引起地区危机和争端的潜在因素。建立符合我国国情的水权制度,合理配置水资源,节约用水是避免水资源危机的重要途径。本文在对水权制度的性质、内容及现状进行讨论的基础上,重点讨论了建立我国水权制度,优化配置有限水资源的有关问题。

As a dispensable natural resource for human beings' survival and economic development, water resources has experienced severe crisis aroused the attention from the countries all over the world, and is becoming the potential source of regional conflicts. According to present situation of our country, water rights system establishment, reasonable water resources distribution and water-saving measures are very important approaches to avoid water resources crisis.Some problems about the establishment of water right system of our country and optimal distribution of limited water resources are studied mainly in this paper.
