关于目前我国就业问题的再认识

Remarks on the Current China's Employment

文章指出了目前我国对"失业"概念的重新界定及就业状况;分析了目前我国的失业,主要是由于企业转换经营机制、经济结构调整、宏观经济周期性波动、城乡中二元经济结构等原因造成;认为这一问题,必须通过促进经济持续快速增长、注重发展以第三产业为主的劳动密集型产业、扶持各种所有制中小企业发展、调整农业和农村经济结构以及扩大对外开放程度等综合配套措施,来加以治理。

This paper forwards the redefinition of the term 'unemployment' and the employment situation in China. It also analyzes the major reasons for the unemployment, that is the enterprises' transformation of their business mechanism, the readjustment of the economic structure, the regular fluctuation o the macro economy, the double economic structure in both urban and the rural area. To solve these problems, we should promote the rapid and sustainable development of the economy and the labor-intensive enterprises in the tertiary section, support the development of the small and the mid-sized enterprises with all kinds of ownership, adjust the agricultural and rural economic structure, and upgrade the level of the opening up.
