Taking reform as an impetus to promote in an all-round way community health service development

作者分析、综合了我国社区卫生服务工作的现状和矛盾。针对社区卫生服务中存在的深层次问题 ,提出要以改革为动力、完善社区卫生服务机制。主要做好 :坚定信心 ,明确定位 ,发挥社区卫生服务的基础性、综合性和预防性作用 ;以创建活动为契机 ,深化社区卫生服务的改革与建设 ;抓住重点 ,加快人才队伍建设 ;尽快完善对社区卫生服务的定额补助政策 ,全面推进社区卫生服务发展。

The paper first offers a comprehensive analysis of the current situation of and contradictions in community health service in China and then, in view of the major problems, puts forward the view of improving the mechanism of community health service with reform as an impetus. The chief steps to be taken include: strengthening confidence, clarifying orientation and bringing into play the primary, comprehensive and preventive role of community health service; taking advantage of the current “founding activities” to deepen the reform and construction of community health service; focusing on the priorities and speeding up the cultivation of the contingent of talents; and perfecting as soon as possible the policy of setting quotas for subsidies to community health service and promoting in an all-round way community health service development.
