建设"大大连"是一项宏大的系统工程,而实施科教强市战略是诸多战略举措中的重中之重。科教强市,要抓好科技这个关键;要夯实教育这个基础;要重视人才这个资源。

Constructing Dalian is a grand and systematic programme, but the most important strategy has to be vitalizing the city by science and education. That is, we have to consider the technology as the key role, education as the foundation, meanwhile focus on talent resources.
