西部大开发中高校图书馆的人力资源研究

摘要 在西部大开发的历史机遇中,西部高校图书馆对人力资源的建设与开发、利用是关键,只有从领导观念的更新,管理、人事、分配制度的改革,激励约束机制的建立,待遇的改善、地位的提高,确立时代感、紧迫感、危机感等方面着手建设;采取加强人才的培养和提高,加强在职人员的继续教育,吸纳、引进人才,强化人本理念、优化人力资源结构,走资源共享之路等措施来开发和利用,才能不断深化现代文献信息服务,开创图书馆工作的新局面。 The construction, development and utilization of human resources in the libraries of colleges and universities are the key to China's Western Development Campaign. To grasp the historical opportunities, concepts for leadership should be updated, systems of management, personnel and distribution should be improved, mechanisms for encouragement and sanctions should be established, improvement of the staff's treatment should be taken into consideration, and senses of the times, urgency and crisis should also be fostered. Meanwhile, it is necessary to strengthen the cultivation of the personnel and in-service training, to attract talented personnel, to reinforce the concept of people-centeredness, to optimize the structure of human resources, and to share all the resources together so as to deepen modern documental and referential service constantly and open up a promising prospect for the work of libraries.
